Public Health Project Officer (Extended Brief Intervention)

Medway Public Health are recruiting an Extended Brief Intervention (EBI) Project Officer who will contribute towards meeting national targets and local partnership ambitions to reduce the harm caused by alcohol and increase prevention interventions. Excessive alcohol consumption has serious health impacts on the person, their friends and family. The Drugs Strategy 2021 highlights the importance of preventing substance misuse and reducing deaths caused by substances. 

Experience and knowledge in working with this client group is desirable although development will be supported within the role.  

You will play a vital role in achieving local targets by delivering alcohol extended brief interventions that will improve the health and wellbeing outcomes for people in Medway. This includes the management and delivery of an alcohol support telephone line and driving forward EBI principles in Public Health (such as health checks, weight management and oral health), as well as other council services. 

You will carry out initial assessments to ensure referrals are suitable for telephone support and referring to other services where appropriate (i.e. dependant drinkers into structured treatment services). You will be responsible for promoting the alcohol telephone support line and other alcohol intervention tools that encourage people to reduce their alcohol consumption and achieve their health and wellbeing goals. Your use of motivational interviewing techniques and providing behavioural support will play a vital role in creating client-led reduction plans and encouraging self-managed care.

You will work closely with the adult substance misuse treatment provider, identifying those who would benefit from clinical interventions and specialist treatment. 

You will build partnerships with the other services, such as primary and secondary care, to support the referral pathway available for people drinking at increasing and higher risk levels. This will include developing a communication strategy to promote the service to other agencies, services and organisations. 

You will create, co-ordinate and facilitate training on identifying alcohol consumption and delivering brief interventions. 

Part of the alcohol harm minimisation offer is the provision of an app, currently Try Dry, and you will be acting as liaison between the app provider and Public Health. You will collate data from the provider, using it to develop strategies to support alcohol harm reduction.    

At the discretion of the line manager, you will also be expected to participate in other activities which will be consistent with the nature of the job as described above. 

In conjunction with the Health Improvement Programme Manager, you will report into the Combatting Drugs Partnership on local prevention interventions and how they are reducing alcohol related harm in Medway. 

The successful post holder will be subject to a Standard DBS check.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. The salary you will be offered will be at level A. There will be further opportunity once in post to progress from level A to B, and B to C.

Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.  

We are seeking a Public Health Project Officer (Extended Brief Intervention) to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
