We are looking for an enthusiastic and proactive Recycling Project Officer to join our Waste and Recycling Team. This exciting role will help drive participation in recycling and waste prevention initiatives across Medway, supporting our commitment to creating cleaner, greener communities and achieving our carbon reduction ambitions.
As part of a forward-thinking team, you will play a key role in developing and delivering campaigns, events, educational activities and engagement programmes that encourage positive environmental behaviours and improve recycling performance across the area.
About the Role
As Recycling Project Officer, you will be responsible for the development, coordination and delivery of communications, education and engagement activities relating to waste collections, recycling and street cleansing services.
Working closely with residents, businesses, schools, community groups and partner organisations, you will help increase awareness of waste reduction initiatives, improve service participation and support long-term behaviour change across Medway.
You will contribute to marketing and promotional campaigns, events and exhibitions, manage social media activity, and develop engaging content for the council's website, publications and digital channels. As a visible ambassador for the service, your name and photograph may be used as part of promotional materials and communications campaigns.
The role combines communications, project delivery and community engagement, requiring a hands-on approach that includes public presentations, attending community events, doorstep engagement and supporting environmental improvement initiatives throughout the area.
Key Responsibilities
- Develop, coordinate and deliver long-term communication, education and engagement plans for Waste Services.
- Create and publish content for the council website, social media channels and other publications.
- Promote recycling, waste prevention, litter reduction and environmental improvement initiatives through innovative campaigns and events.
- Research, design and deliver projects that improve recycling capture rates and reduce waste.
- Engage directly with residents, businesses, schools, community groups and other stakeholders through a variety of channels.
- Organise and support events, exhibitions, community litter picks and public engagement activities.
- Monitor and evaluate campaigns, initiatives and service participation, producing evidence-based reports and recommendations.
- Work collaboratively with internal teams, contractors and external partners to deliver multi-agency projects and service improvements.
- Investigate and respond to public concerns, complaints and service feedback, identifying opportunities to improve customer satisfaction and operational efficiency.
- Assist with service development activities, business planning, budgeting and procurement processes, including supporting new contracts where required.
- Research and apply for external funding opportunities to support environmental projects and initiatives.
- Collect, analyse and present data to support decision-making and continuous service improvement.
- Support emergency planning arrangements, which may include out-of-hours duties at short notice and undertaking appropriate training, including 4x4 driver training.

This role includes community engagement and promotional activities that may involve walking, standing for extended periods and working outdoors in varying weather conditions.
The successful candidate will be expected to support the council's commitment to sustainability, equality, safeguarding and emergency response arrangements. As a Category
One Responder under the Civil Contingencies Act, employees may be required to assist during major incidents.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. The salary you will be offered will be at level A. There will be further opportunity once in post to progress from level A to B, and B to C.

Waste Services are seeking a Recycling Project Officer to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
